Is what your saying that people need the fear in God to control there bad behavior? Many would say this. That we need the fear in something to be good people.

In some ways this seems to be true. But I'm not sure if its the answer to why we some are bad and some are good.

I think it comes down to respect. Respect that is taught by parents. And the wisdom that good thinfs happen to good peopple. This is regardless of religous beliefs. Athiests, Catholics, Muslums. etc can be good or bad.
